University of GeorgiA? Or GA as in the postal code?

One of my favorites is UVM for Vermont. The name comes from Universitas Viridis Montis, which is Latin for University of the Green Mountains.

It's the postal code.

If you look at the 0:15 mark of this video , you will see it in the newspaper as UGa., similar to how UVA used to be written as UVa. (and sometimes still is) There was clearly a transition to a more common use of all caps at some point.

It doesn't have anything to do with Athens.

I have no idea. It's always been there...maybe to differentiate from UA? (Auburn) Just a guess. I have no idea!

UGA is the GA, as in state.

People write some states like La, Va, Ga because that's the abbreviation in the AP style manual, but "La or Ga" is not the state abbreviation. LA and GA are.
