You're looking at the scale of the matter rather than the cause/effect scenario that he's pointing out.

People, under most circumstances, want to maintain the status quo. Sometimes that's a good thing, sometimes it's not. Might as well give this a tiny shot now while we have the chance to dictate the magnitude rather than waiting, letting the issue build up over time, leaving the possibility for floodgates to be opened later down the road.
