There is no actual SEC rule about this. Most of the stadiums are state property and most of the states have rules/laws prohibiting alcohol on state property. Vandy has actually sent out surveys to season ticket holders asking if they would be in favor of selling beer in the past. I always checked yes but they have never released the results (For all I know it was 100% in favor and they still decided not to).

As far as tournaments and such go, I have no idea why they don't sell.

There is no state rule against it here in La. as both UNO & ULLLL sells beer at their games. You can also buy booze in the Super Dome for any game played there, football or basketball. There was an article in USA Today last fall bout West Virginia's recent new policy permitting the sale of beer in the stadium, to the effect that game revenues were almost tripled with it being allowed. It was also noted that the LSU game broke all existing records for the amount of beer sold.
