I work for an environmental company and we do smples and ground monitoring all the time and itd be really hard as hell to rack up a couple hundred grand in testing charges. But being that it was probably subbed out a few times after being third partied I guess it could be possible.

Yeah that portion of the monies does seem crazy, the tree replacement value seems very much inline. My guess is, its not all just testing, but also containment, removal, disposal, and replacement of the soil. Possibly even the trying to save the trees, not sure if thatst in the auburn cost though. Government contracts do get max rates, but that is crazy if just testing.
