A 9th conference game doesn't achieve any of the goals that scheduling an extra, good matchup OOC doesn't get you except rotating through the conference faster. That's it.
Each coach right now has the power to create an equivalent to a 9th conference game on their own schedule. Yet none are doing it on their own so none truly think the benefit outweighs the negatives. It's hardly shocking to see the vote be so one-sided given this. If you are a fan of 9, you are simply going to have to wait until some actual reason comes about (like an SEC team getting pipped out of a playoff spot) for it to happen. And even then you may just see a movement by some schools to improve their OOC schedules.

Kindly explain how any one coach can do this on their own.

You are still eating the fodder from the Big XII regarding OOC schedules in the SEC. Either that or you look at your own OOC and don't get it.
UGA is playing @GT and @ Clemson.
Florida plays FSU and Miami.
South Carolina plays Clemson and North Carolina.
The teams that matter in the East get it.
