So you haven't talked to your friend since the day you talked and you turned her down? You should call or text her. If you want to continue to be her friend, as you've said before, keep the lines of communication open. She's feeling really embarrassed and awkward right now. If you ask out another girl without talking to her, your friendship is likely over. It may be anyway, but if you want to salvage it you need to talk. Tell her how much her friendship means to you, and always will.

As far as the girl you want to ask out - is there a specific event you want to ask her to, or just ask her out in general? If it's an event where you need a date, that's easier for your friend to take. If you just want to ask her out and get to know her, I'd make it friendly until you know if you like her or not, then tell your friend. Don't put your life on hold, just be sensitive to how your friend feels.

This, of course, assumes you still want to remain close friends with her - like you have been your entire life. If not, it doesn't matter what you do. If so, you need to be careful - honest, but sensitive.
