Money is cooler. We'd have a lot more of it as a nation if we weren't arresting frat daddies and locking them up in privately-owned prisons.

So they will spend millions, if not tens of millions, to make some arrests for weed, maybe lock a few up for a few days, and collect thousands in fines maybe and in the meantime no one is going to be going without their weed if they want it. Makes a ton of sense to me.

and therein lies the problem.
the prison industry and everything that leeches off it wants people to get locked up for as much shite as possible.
they will funnel plenty of money to both sides of the isle to keep it that way.
