It would depend upon my program, if I could recruit top talent relatively easily I'd go with Saban. It would take him a bit but he'd build tons of talent at a program that would be hard to beat.
A program that has a tougher time recruiting I'd go with Spurrier. I think he's a better coach due to his offensive style and, in most cases, a better game day coach.
As far as legacies, Saban's building a resume for one of the best coaches ever if you look at MNCs and SECCs. As far as impact on a conference I think Spurrier's had a greater impact on a conference by far, again due to his offense.
