6 sites will be chosen as rotating semifinals. The Rose/Sugar will be paired the same year every 3 years.

In years when it is the semifinals, this game is off. In years when it is not, the SEC and Big 12 will pick the top team not involved in the playoff to play. It's not ever going to be an elite game because of it, but it will generate $80m in tv revenue plus what New Orleans bid to host it.

I was told that it was agreed that the Big 12 will not get an equal share if they do not have a conf championship game which is why they will probably expand.

No, it won't be off when New Orleans hosts a play-off semi-final or Chmpionshi game. It will continue to be the Sugar Bowl played just as it is now one week prior to the BCS Championship game.

Look at it this way: The Sugar Bowl game will take the highest rated SEC team that does not make the 4 team play-off and match them up with the highest rated Big 12 Team that doesn't make the 4 team playoff.

The Sugar Bowl did this so that they could get two teams from major conferences that are close in geographic area. They are tired of getting teams like Hawaii, Boise State, Cincinatti, or any Big East team that qualifies as a BCS at-large team.

Now, the Sugar Bowl will always get a highly ranked SEC team to play a highly ranked Big 12 team. This aligns them with two major conferences just like the Rose Bowl is with the Big Ten and PAC 12.
