I think the key will be the upcoming official visit Phillips will be taking at UT. He's supposed to be bringing his entire family and making a decision shortly afterwards.
I think taking Phillip's teammate Vincent Perry a couple of months ago may be helping here too.
I found out the other day that 4* JUCO CB Justin Martin is also pretty tight with Ugo and they were teammates last year. May not mean much but he's supposedly a silent commit to Tennessee.

David says Phillips' mother isn't coming with him on his UT visit. Take that FWIW.
