It's simple
The bowls system is set up to bring in the most cash it can from its competition. Last year I went to the Champs Sports bowl.

Notre Dame(8–4) & Florida State (8–4)

Payout US$2.275 million per team
68,305 people were in attendance.

Forbes ranks Fighting Irish as second most valuable college football program
Using a set of standardized revenue and expense streams for each university surveyed, Forbes placed the team value of Fighting Irish football at $108 million. The University of Texas was rated first with a value of $119 million.


How many other 8-4 teams would have brought the money that Florida State & Notre Dame could bring?

I'm not saying its the absolute factor. I'm saying if you compare the teams the one that can bring the biggest return will be playing in the game if they have equal records.
