here is what I checked out.

2009 would have Bama, Texas, Cincy and TCU playing, the top 4 teams and 3 conference winners

2010

1. Auburn

6. Ohio St (9.Mich St)
7. Oklahoma
13. Va Tech
22. W Virginia

non conf winners 3. TCU 4. Stanford 5. Wisconsin

2010 would have Auburn, Oregon, Ohio St(if allowed, which would be likely, and TCU. Leaving out #4 Stanford and #5 Wisconsin in place of OSU.

2011

1. Lsu
3. Oklahoma St
5. Oregon
10. Wisconsin
15. Clemson
23. W. Virginia

non conf winners - 2. Alabama 4. Stanford 6. Arkansas 7. Boise St

2011 would have Lsu, Okie St, Oregon and Bama. Leaving out #4 Stanford

In 5 yrs of playoffs, under the proposal, 4 teams ranked higher than a conference champion would be left out of the playoff(1 SEC, 2 Pac12 and 1 BigTen team). Looking back to 2009, you'd have a team like Cincy in, that was no match for the SEC runner up.

It needs to be the top 4 teams. Period.

I really don't see how they can justify "fairness" when a 10th ranked teamgets in over #'s 2,4,6,7,8,9.
