Does this same rule apply to photographers who take photos during a game and sell it to the AP and other media organizations? It would make sense to apply trademark/licensing rules if he was selling clothing or mugs or something with the UA logo on the merchandise, but what he's doing seems to have more in common with what freelance photographers do at a game.

They are issued press passes. In other words- permitted.
