Fulmer inherited a shite ton of talent and an elite staff. He did not have to dig himself out of any kind of hole.

That's going too far. Phil Fulmer and the staff did an exceptional job of recruiting up until Tennessee won the national championship. Far better than most people realize. Tennessee had as much talent as anyone in the country around that time period. However, after losing Rodney Garner to Georgia and getting complacent with the success he already had, things completely turned around. He began pulling in far more busts and proved to be a rather poor evaluator of talent. Fulmer may have taken Tennessee to new heights, but he then ran an elite program straight off a cliff. There's really no way around that.
