A few more:
Don't make eye contact with the locals.
Make sure all females cover themselves completely from head to toe, including their faces.
Stay in groups of 20-30 or more with the women and children in the center of the group.
Locate the nearest hospital with a dialysis machine as your kidneys will likely be removed.
Bring your own food and water or boil the local water if you need to use in an emergency.
Thousands of tourest die in the area around the Superdome, CBD and French Quarter every day. This is why they avoid having sporting events in this city.
Seriously, I have been all over this country and have seen the best and worst cities in person. N.O. has its share of warts and scary people, but the areas that most will frequent, and all SHOUD frequent, are as safe as any tourist spots in any town. The incidents that occur with tourists are usuall on a dark side street at 3am. With the number of people in town right now you'd have to look hard to find a desolate are. And if you do, turn around and go back to the populated areas. I'm sure you will encounter a few "con men" who LOOK like they want to kill you, but if you laugh at their nonsensical, barely literate word play and hand them a dollar, you will be fine.
