I don't know about the governor part but the 4 year contract for state employee thing is true.

Mississippi is, well, Mississippi. Jackson had some goofy law about more than so many girls living in a house are considered a house of ill repute. Therefore, Millsaps sororities have "lodges" where they meet, but cannot live. Purty silly, but MS is like turning back the clock 75 years.
