Texas is hands down #1 IMO.
Even with LA's talent and no other school to compete with LSU, they still have to go out of state regionally to fill out their classes.
UT can literally get their entire class from the state, and don't have to try all that hard to pull it off.

I don't understand how Texas is not top 3/5 every year in the rankings with the setup they have.
