No. I am sure the black helicopter crowd will disagree but there is no conspiracy.
The folks who developed the various algorithms behind their models own them. It's proprietary. No reason to release to public so that it could be tweaked or duplicated and have some genius math guy take their work improve it knock them out of BCS models.
That said it is reasonable that there be some official audit or double check to ensure confidence that the numbers are accurate and not fiddled with to create a certain outcome.

If they could be improved -- should they not be?
