We got busted and we weren't the only ones. It is never about being the only one, it is about the NCAA picking a school to make an example of.

yep.
the only thing that matters for the NCAA is public/national perception of them. if the public believes they are vigilant and DO their job, then the sport keeps its credibility.
the more people find out that the NCAA is strongly inconsistent in punishments, the less people care about the sport because cheaters win.
