it's not just to "get the kinks out"

They need those games to evaluate their roster and see who they're going to cut out of the guys on the bubble.

President of the Packers put out an article that perhaps is the Owner's proposal for the Draft Rookie Cap

right but they have all of the OTAs and practices, so do they need 4 games for that process. they might not want to rush the decisions but there would probably truly be no more than 2 or 3 backup position battles remaining after the second preseason game.
