it's just allowing more OOS kids to attend MSU at the in-state price, which is very reasonable. this builds up alumni bases up across the south and helps in recruiting more OOS kids.

True. I'm going to call OM next week and ask them why they have such high requirements for these waivers compared to State. This is a big difference.
