Because our legal system and the NCAA (which attempts to mirror the legal system to an extent) relies on the Kantian categorical imperative, or generalized principle, I agree with you. The NCAA had no choice without proof that Cam knew about it.
However, given the circumstances, the whole thing seems pretty shady. Cam is lying and everybody knows it. In this sense, the ruling is a travesty, much like the organization that issued it.
