I think this was the reason for the Fifty year speech. It was a reminder to Boone what Nutt accomplished. Also a reason the meeting was rescheduled.
If this is the case which I could very easily be, then they both need to be seen the door.

My first thought when seeing the news was
'I wonder if it'll be year 1 or year 2 before Lane's offense hangs 70 on him again.'
