This is legal.

The holder isn't allowed to get up and move the ball, but he can throw or toss from his knee. My dad was a holder. The holder can run with the ball if his knee is off the ground when he catches it.

Holder is exempt if there is a player in position to make a kick.

And?

If you are argue that the play should be dead because the holders knee is on the ground, then please explain why every FG attempt is not blown dead.
