So you want me to believe CBS could make just as much money showing Vanderbilt every week as they do showing Bama, UF, LSU, etc...

Yes contracts with advertisers are done before the game, but the price they pay is based on potential ratings which are much higher with the top teams playing versus the bottom of the league. Fans outside the conference will tune in to watch Bama play simply because they are hoping someone upsets them. I admit I watched many a USC game over the last 6 or 7 years hoping to see them get beat.
