the only reason why i would disagree with this is because of some of the places in Southeast and Southwest Georgia. Some of those places are ridiculously poor and many kids have to drop out to go to work. However, there are also those in this area that drop out because they are so apathetic.

In Montgomery County, Alabama, the graduation rate is like 48%.

Which is ridiculous, I literally slept for 3 years and graduated with a C avg. All you have to do is show up. And that was almost 15 years ago. I'm sure the standards are much lower now. You could probably leave a crash test dummy in your desk and manage to graduate.
