Because he's cheap at a time they're still paying Cousins and is good enough to start over Penix even when Penix is healthy

I tend to think VADawg’s take is more accurate. Neither Tua nor Penix is the future.

They've signed a bunch of guys who they'll get comp picks for at the end of next season. It seems like the plan is to load up the 2027 warchest with the idea of possibly moving up in the draft for a QB if they need to.
It wouldn't be popular, but I would absolutely be listening on offers for Bijan for this exact reason.

Giving up on Michael Penix Jr. is insane, unless you believe his injury history is too much to overcome.
His arm is the strongest of anyone in the league outside of Josh Allen. He played mistake-free football, for the most part.
Compare his stats to Matt's rookie year stats. He's leading him in many of those categories on a team that's built similar to 2008 (good defense and a dominant run game).
Tua was the choice because he cost $1.2M AND he's a guy that can provide some competition for MPJ while not outright being a guy that would demand a starter spot (like Kyler Murray or even Malik Willis).
The short leash young QBs get nowadays is dumb. Exacerbated by the stunted development curve the free-transfer nature of college yields, the model should absolutely be what the Packers continue to do by sitting young talent and letting them become pros.
You're going to see a lot more arcs like Baker Mayfield and Sam Darnold, primarily because bad franchises don't support and develop young guys like they should.

I was never sold on Penix and I'm all the way out on him now for several reasons:
1. He has season ending injuries in 5 of the last 8 seasons.
2. He's already 26, and I think his upside is capped because of this.
3. For a guy who ran a 4.6ish 40 at the combine, he looks like a statue in the pocket. Pass rushers now are too athletic for these kinds of guys to survive without ultra elite processing ability (Stafford) and/or ultra elite pass protection.
4. The previous coaching staff wasn't very good, but the fact that they ran a lot of stuff under center with Cousins and were under center fewer than any other team with Penix is alarming. I think there is a good chance his knees are too shot to consistently push off from under center.
5. His accuracy is really spotty.
6. When things aren't going well, he pouts like a teenage girl on the sidelines.
This is due to the rookie wage scale. You basically have three years to decide if a first round draft pick was worth it, because that's when you have to decide whether or not to pick up their fifth year option. It is extremely rare to decline a fifth year option on a guy you really like. The Falcons have to make that decision after this season.
QBs never have more value than they do when they're on their rookie contracts. Sitting them during their cheap years is an absolutely retarded way to build a roster. It's why the Cousins/Penix plan never had a chance to succeed from the start.
The Packers cost themselves a Super Bowl by drafting Love over someone like Tee Higgins. The 2020 and 2021 Packers had MVP seasons from Aaron Rodgers but really needed one more weapon on the perimeter.
