It's hard to get into them, but could they use it to recruit lets say a Josh Dobbs?

They are paid by the DoD and considered employees of the academies.

Jesus, pal. I’m not claiming they are officers. Their unusual status in military hierarchy doesn’t change who pays their salaries.
They are employees of and paid by a branch of the federal government. They don’t accrue active duty time, and they are not committed to serve until their junior year.
What in the actual frick are we arguing about? What additional criteria do you need to consider them employees of the government?
