I think they work hand-in-hand. Restrict the current transfer rules where kids are have to wait 2 yrs to be eligible to play if they transfer. These players/agents/parents/uncles are non-stop shopping these kids to the highest bidder.

If a parent or agent knows after his 5* WR signs with Florida that he can't play elsewhere until he's earned enough college credits and completed his sophomore yr, the tampering and shopping gets nipped in the bud.

The transfer portal mess is what’s truly ruining the sport more than NIL. But I’d like to see how the recent non-compete clause ruling pertains to the transfer portal.
