Removing the dollar chasing would greatly reduce the transfers. Maybe bonus for GPA and a degree from member institutions would help.
If a parent or agent knows after his 5* WR signs with Florida that he can't play elsewhere until he's earned enough college credits and completed his sophomore yr, the tampering and shopping gets nipped in the bud.

The transfer portal mess is what’s truly ruining the sport more than NIL. But I’d like to see how the recent non-compete clause ruling pertains to the transfer portal.
