Also what about guys who don't cut it in nfl, or Canadian football(probably makes less than major university athletes) can they drop back down to minors

It's a legit question there really seems to be no rules on what can and cannot happen, we basically have two leagues I bet the NFL will fight it tooth and nail for the first time in their existence
