States routinely pass laws that determine what organizations can and cannot do when operating within their borders.

Show me a law where a state has ever dictated the NCAA enforcement policy for only members of their state schools.
Or the law most similar.
The closest thing i recall is when states like California said they wouldnt pay for travel to other states that werent woke enough. But that was regulating their own tax dollars. This law, if i understand correctly, says that Virginia schools are immune from breaking ncaa NIL rules.
