Um, the law changes what the NCAA can do. That sounds like creating a rule for the NCAA. The article says it will gove Virginia schools a clear advantage. How is this a thing? You think every other state should pass a law saying their schools get a special advantage?

What makes you think the NCAA is above the government?

States routinely pass laws that determine what organizations can and cannot do when operating within their borders.

You asked how they can pass NCAA rules. They're not.

If you're asking how they can create rules, it's called basic law. They do it every day and it impacts people, organizations, and companies every time.
