As far as I know, the rule against school-funded NIL is still in effect and enforceable. I guess that would be "pay for play", which is obviously what we already have but the courts haven't acknowledged as such.

I wouldn't be surprised if there are schools where the rules are being completely ignored and athletic dept revenues are being funnelled to third parties who then use it to fund NIL payments. If they get caught, just sue the NCAA for restricting player income.
