Eh, as long as the murders happen in the right part of the city then he's doing his job as designed.

Woodfin's purpose is to let the community that is predominantly shooting one another be "seen and heard" but mostly just serving financial/real estate development interests in the city. Of course, said interests will likely squeeze more people in that community in the process and create more violence. But as long as it doesn't bleed over into Homewood or Mountain Brook then no one really cares. Just make sure they kill each other away from the upstanding, tax-paying citizens.
