Boosters are considered part of the university no matter if you want to acknowledge that or not. If you want to be a booster and ignore this fact, don't be surprised when the school breaks all ties with you and no longer allows you to be associated with the program in anyway.
But there are times when boosters can do things. Some of it requires permission, for example if they want to buy or have a player over for dinner, that is easily done with permission.
As for as giving them NIL, that's going to depend on market value. AKA, Bob's Junkyard 2 blocks away from your stadium giving a kid a $2 million NIL deal is going to draw an investigation. But Nike doing it is not.

A booster is anyone who donates. Yes, there are BIG boosters, and little boosters.
Legally they are exactly the same animal, IRREGARDLESS (lmao) of your feelings on how they are 'considered'.
In the age of NIL the word 'booster' no longer has any meaning. And they certainly aren't in any way banned from striking an NIL deal with a recruit.
