I don't know that they have any options but to try to win the battle in the court of public opinion, a tactic that all too often works extremely well in the US. They are in a very tight spot IF the courts agree that they agreed to regulation by the NCAA and agreed to sanction by the NCAA and the NCAA is not overstepping enforcing rules that UT agreed to.

They didn’t agree to follow rules that were not in place. You cannot put a rule in place and retroactively punish someone for doing it before the rule was in place.

Or they could, I don't know I'm just spit-balling here, get the most powerful prosecutor in the state to file a lawsuit against the NCAA?

The whole 'court of public opinion' is simply a flanking maneuver.
