It's attributed to many, but I think it's just one of those lyrics or comedy reveals that has probably been copied and modified (especially changing the 'call me' name) many times over the years.
In particular in that era, you may be thinking of the disc jockey Rick Dees, who apparently had an album by that name.
Bonus points if you know who Mark & Brian are.
