Texas, Michigan, North Carolina, Virginia, UCLA/Berkeley are the major "Public Ivy" schools.
Georgia and Florida are Public Ivy's now too...as are others...

Things change...A&M has greatly raised its profile in last 10 years...UT is a great school, but its whacky admission standard is hurting it. As a result, it is admitting kids that are less qualified than kids that don't get accepted...many of those kids are choosing A&M...

They have no choice in this matter though

Their aging and dated facilities for research and study cannot be easily replaced and they cannot expand their university campus. They have become a commuter school, comparable to University of Houston.

The Greenes' list, that nearly quadrupled the number of schools?

Anyone can arbitrarily make a list and add a bunch of schools to it. Might as well do it to the list of college football blue bloods. Clemson can be on it. Won't make it true, but they'll be on the "revised list."
