#1 has no competition!! It's.....
NEBRASKA!! Best football fans in the nation. During the Cornhuskers' heyday, their fans stood and applauded the other team if they happened to pull the upset.
Nevertheless, the past 20 years haven't been kind to Big Red, but their fans still sellout their stadium every week. Cornhuskers fans are there for their team do or die.
#2 -- in my experience, it has to be when Georgia traveled to South Bend, Indiana, to play Notre Dame. Their fans went out of their way to be gracious and hospitable to Georgia fans....it was a real testament to class.
#3 -- this is a hard one, but I'll go with both Ole Miss and Arkansas fans within the SEC. Very nice people, great food and just overall a gracious atmosphere.

Back when we played them annually OU fans used to joke about the Nebraska fans and their northern plains "niceness". We used to all them the "Stepford Fans". Never got used to it because it was so over the top. A very stiff kind of cordial.
Southern fans who are "friendly" seem to have more relaxed demeaner.

I also went to a Notre Dame game. I was there just for the experience and not to watch my favorite team. I had a blast
