Another notable provision in the bill would require athletes to complete three years of residency at a given institution before being eligible to transfer without penalty.

That killed it for me. No athlete in this age should have to stay anywhere he doesn't want to be. I say go. But 3 years,,no!!!

People forget how we got here and all this sitting out a year and it's hurts the integrity of the game is overrated. They owe us nothing and neither do college's. So let them be. So let them transfer if they want out. Even to a rival,as far as I'm concerned.
