They’re all off or students are not even applying because they don’t have a shot. Even 10 years ago you would need to be in the top 20% of your class at an average public school or have a good ACT score (28+) to get into the flag ship state school.

They aren’t off. Lots of kids don’t apply or they never finish the process and Then of those accepted, most don’t enroll.
