The explanation was that the umpire ruled the runner safe at 3rd because he did not see the tag after he left the base. At that point (and that point only) the umpire has the discretion to rule the runner safe even though the tag was applied because he was pushed off, but he did not make this ruling. Therefore, the review was de facto out since he was off the bag with the tag and the why's and how's didn't matter.

pretty good summary. Basically they went letter of last year's law instead of triggering the umpire's discretion at any point.
