I guess reaching out directly (instead of releasing a statement) to offer condolences on the loss of a loved one is a bridge too far for you. I get why lawyers recommend against all contact but it can be done.
And yes, they may be lying and perhaps the university doesn't want to call them out on it for fear of making things worse. We don't know.

You recognize you are suggesting that individuals give up their jobs for condolences that likely won’t be well received, correct? That is the only outcome if your reaching out ever becomes knowledge of university representatives.
