Wow, that's a hell of a stretch. I'm pretty sure you are talking about something that is about child labor laws being ratified, and then you've from that started to apply your own sexual moral standards and definitions.

Beyond that, the way you are defining it and suggesting it be used would also mean that anyone who has sex under the age of 18 is by default engaging in sexual abuse. Even those who are the same age.

You allow absolutely no room for range, which is also to mean that if someone turns 18, and the other person is only 2 days younger than them, then it makes the person 2 days older a pedophile.
