Close. Regardless of whether it is a ruse or not you're not going to be able to dictate ONE school where a kid can play ball. I see something more along the lines of a talent cap of sorts. If you could create a workable system of consensus ratings for high school seniors you could put a cap on how many 5-star, 4-star, and 3-star kids a school could sign each year.

Why this could work:
1. No NIL limits - so consistent with SCOTUS ruling
2. A 5 star kid still has the opportunity to go to any school that recruits him (within their cap limit), similar to now.
3. Added bonus - brings some measure of parity to college ball.

Why this might not work:
1. Saban would hate it (using him as the face of all major programs that consistently recruit well).
2. How deep do you go? Just P5?
3. How to come up with consensus rankings.
