It sounds like the exact opposite.

Our current system is a monarchy/oligarchy. I want 4 year performance relegation.

Actually, it’s very anti communist. It rewards the successful teams and demoted the hanger ons. That why you see the Vandy, TexasTech, Ole Miss fans who don’t like it. If I were the commish, I would put 4 - 16 teams in the big boy conference. Every 2 years, The 4 teams with the worst records would lose their spot and move down a division. The 4 highest ranked lower division would move up. All big boys had to play 10 big boy games a year, allowing some cross over. If you didn’t play 10, you lose points and will likely find your way into the lower four. I’m tired of giving away money to those that don’t earn it.
