Texas and OU cannot vote if they are not members of the conference. It doesn’t matter if they are potentially joining in a couple of seasons. There is nothing in the SEC bylaws that allows members of another conference to vote.

That's just what I had heard and I'm certainly not read up on the bylaws. I see now, though, that they were simply being consulted during the talks.
