It’s a weir (low-water) dam. I’ve done it before, but they are dangerous and you can get stuck in the undertow immediately below. But lots of rec facilities from back in the day allow people to do this and swim around them. This makes my heart hurt for them. Prayers for those two and their family.

I can't say this enough. Do not go swimming or paddling over or around low water dams.
The man made structure create a perfectly round hole that doesn't have an escapable edge to it where the current will eventually wash you out. It will just hold you under water. Even a lifejacket isn't enough to be safe at these places.
