The doctor, player, and family make that informed decision. Key words are doctor and informed. You are neither.

His snaps were reduced and capped to decrease the inherent risk.

Decreased snaps decrease anyone's risk as we've established. The question is whether he was at greater risk to the same knee by playing. If he was, it was irresponsible for his doctor to let him play.
