So are you saying they should not have built their biggest cities on large rivers that happen to compromise their western and eastern borders. The vast majority of large cities are on large bodies or water or rivers. It's city planning 101.

Even Louisiana had the brains to follow that exact formula.

Illinois is welcome to St. Louis city. Probably fine with Kansas taking at least part of KC if they want it.
